Student Performance on Grade 3 English
What does this measure?
The percent of students tested who scored at level 3 or above—meeting or exceeding the state standard—on the Grade 3 English exam. The test is scored by placing a student’s performance in one of four levels.
Why is this important?
Literacy skills are critical to success in school and life. Meeting state standards in the third grade indicates a student is on track to perform adequately in middle and high school English.
How are Cayuga and Seneca counties performing?
In 2011, 53% of third graders in Cayuga and 64% in Seneca passed the Grade 3 English exam, compared to 61% rate in the state (excluding NYC). Performance fell in all counties from 2009 to 2010, following adjustments to passing requirements. From 2010 to 2011, Cayuga’s rate remained stable, similar to state trends, while Seneca’s rate increased 9%. Passing rates in the comparison counties ranged from 49% in Oswego to 62% in Wayne in 2011.
Within the counties, passing rates were highest in Romulus and Seneca Falls (88% and 73%, respectively) and lowest in Auburn, Moravia and South Seneca, all at about 50%.
Notes about the data
In 2010, the state raised cut scores to require students to answer more questions correctly in order to earn a passing mark. This came after research indicated the state tests were not accurately assessing students’ current skills or likelihood of succeeding at the high school and college levels.
